PropertiesReaderFactory: use getPropertiesReaderOracle() as a fallback for getPropertiesReaderFile() if file does not exist or cannot be read * this allows callers, notably ApplicationStarter.initializeDatabase(), to always call getPropertiesReaderFile() and rely on falling back to default values provided by getPropertiesReaderOracle()
